Description
Improperly named, as it is actually made up of only one tower, Norwich Towers was originally a hotel, but has become its own city, complete with a university, several large stores, and a community farm outside.
Inside the Building
The first basement floor is where the cleaning staff for the building keep all their supplies. it is important to note that the cleaning staff is only in charge of public areas such as hallways, the lobby, and businesses. Residential rooms are to be cleaned by the residents.
The second basement floor is a public storage space. Anyone in the building can put anything down there, but, if it's important, it is advised that they keep it hidden or locked up, as it is unlikely that a thief would be caught.
The first floor is the community welcome center. It looks like a normal hotel lobby and contains a pool and hot tub that are only open to residents and their guests. It is the only floor open to the general public, people from outside of Norwich are not permitted on any of the higher or basement floors.
The second floor is the restaurant. Other restaurants have tried to open in the building, but none have succeeded due to the overwhelming popularity of the Second Story Restaurant. You need to set up a reservation far in advance if you have any intention of eating there.
The fifth and sixth floors used to contain a Target, but it has since transformed into an independent department store that more specifically carters to the residents of the building. It is quite obvious what it once was, however, as it was not renovated when the switch was made.
Right above the old Target is a mess of trouble. The seventh floor is split between a bar, which does not serve food other than fries, and a liquor store.
It is because of this crime scene waiting to happen that the police station is located on the eighth floor. The police are pretty inactive, as crime is uncommon, though they do occasionally have to respond to public drunkenness and domestic disturbances.
The grocery store is located on the seventeenth floor. Because of its extensive freezer and refrigerator sections, the sixteenth and eighteenth floors are considerably colder than the rest of the building, and their residential rooms are cheaper.

On the twentieth floor, there is a ballroom, which is owned by the council and must be rented from them before use. It is most commonly used for birthday parties, school dances, and weddings.
The hospital and veterinary offices take up about four floors, spanning from the twenty-first to twenty-fourth stories. The main building elevator will only take you to the first hospital floor, then you must use on of the two hospital-specific elevators to access any other medical floors.
The education department consists of a daycare on the thirtieth floor, and elementary school on the thirty-first and thirty-second, a middle school on the thirty-third and thirty-fourth, a high school on the thirty-fifth and thirty-sixth, and a college all the way up to forty.
The forty-fifth floor is all conference rooms that can be rented out for various groups for meetings. Most school clubs meet there, as the education department is made up of only classrooms.

The building is run by a council. Three of the council members are permanent, as they technically own the building and the land, while the rest are elected representatives from each residential floor. The council is in charge of passing and amending building guidelines, communicating with companies that are not located inside the building, such as the telephone, electric, and water companies, and collecting taxes from residents.
Taxes are very high in Norwich, as healthcare, heating, water, and electricity are all socialized. Failure to pay taxes can lead to fine or eviction. Most people work inside the building or on the farm.

Most people who live in Norwich Towers were born there and many will not leave.
